Under the tilted balance engaged by the Council's shortfall in five-year housing land supply, the benefits of housing delivery and effective use of previously developed land outweighed the moderate-weight heritage harm to the non-designated heritage asset.
The considerable weight given to housing delivery (52 homes including 3 affordable, on previously developed land in a sustainable location) and moderate weight given to economic benefits outweighed the moderate weight given to conflict with Policy EQ7 arising from harm to the non-designated heritage asset, such that under the tilted balance the adverse effects did not significantly and demonstrably outweigh the benefits.
