The considerable weight given to housing delivery (52 homes including 3 affordable, on previously developed land in a sustainable location) and moderate weight given to economic benefits outweighed the moderate weight given to conflict with Policy EQ7 arising from harm to the non-designated heritage asset, such that under the tilted balance the adverse effects did not significantly and demonstrably outweigh the benefits.
