The inability to ensure that residents would keep windows and patio doors closed to maintain the effectiveness of noise mitigation measures, combined with the reasonable expectation of residents to open windows without unacceptable noise, meant the proposal would lead to significant harm to living conditions and unreasonable restrictions on an existing business.

The benefits of housing supply and economic activity were limited given the scale of development and were outweighed by the significant harm to living conditions and the operation of a nearby business, such that the adverse impacts significantly and demonstrably outweighed the identified benefits.
