What decided it

The less than substantial harm to the setting and significance of three Grade II listed buildings, when weighed against the modest public benefits of the proposal, provided a clear reason for refusal under Framework paragraph 11d)(i).

The modest public benefits of housing delivery and temporary construction employment (afforded moderate weight) were outweighed by the less than substantial harm to heritage assets (afforded great weight) and the unsustainable location with reliance on private motor vehicles, resulting in dismissal.
