What decided it

Very special circumstances (unmet gypsy/traveller need, lack of alternative sites and personal circumstances) were found sufficient to outweigh Green Belt and landscape harm only for a temporary three-year period, not permanently, determining the outcome of both Appeal A and Appeal C.

Substantial Green Belt harm, significant landscape harm and moderate harm from intentional unauthorised development were weighed against significant weight for unmet gypsy/traveller need, moderate weight for lack of alternative sites, and weight given to personal circumstances/best interests of children; the balance tipped in favour of permission only for a temporary three-year period, not a permanent one.
