What decided it

The proposal would have an unacceptable and harmful effect on the external appearance of the dwellinghouse by appearing incongruous and discordant with the prevailing two-storey scale and stepped roofscape of the surrounding streets, in conflict with paragraph AA.2(3)(a)(ii) of the GPDO.
