Main issues, as the Inspector framed them
- The effect of the proposed development on the setting of the nearby Listed buildings at Dottens Farm
- The effect of the proposed development on the character and appearance of the area
- Highway Safety
What decided it
The less than substantial harm to the setting and significance of the Grade II Listed buildings at Dottens Farm, which could not be outweighed by the modest housing benefits of a two-dwelling scheme.
The harm to the designated heritage asset was given considerable importance and weight and significantly and demonstrably outweighed the modest benefits to housing supply, even in the context of the Council's lack of a five-year housing land supply.
