What decided it

The significant weight given to the lack of alternative accommodation and the personal circumstances of the families, including young children, outweighed the limited harm to character and appearance and the moderate weight given to the Council's claimed oversupply of pitches.

The limited harm to character and appearance, little harm from location, and moderate weight given to the Council's pitch-supply position were outweighed by the significant harm arising from the lack of alternative sites and the substantial weight attached to the personal circumstances of the families, such that the appeal was allowed.
