What decided it

The proposed development would result in harm to the integrity of the Thames Estuary and Marshes Special Protection Area through recreational disturbance, with inadequate mitigation secured, providing a clear reason for refusal under Paragraph 182 of the Framework.

Although the proposal accords with local plan policies on character and appearance, the harm to the integrity of the SPA cannot be outweighed by these benefits, and the presumption in favour of sustainable development does not apply.
