The proposed development would harm the character and appearance of the surrounding area by creating a cramped, jarring appearance that conflicts with the prevailing pattern of development and local design policies, and no material considerations warrant overriding the development plan.

The modest housing contribution and benefits of new family housing were outweighed by the harm to character and appearance and conflict with design policies, particularly as an alternative scheme could be devised to meet design objectives.
