What decided it
The proposal fails the exception test for flood risk because it would not provide wider sustainability benefits to the community that outweigh the flood risk, and the scale of the residential accommodation proposed exceeds what would be ancillary to the marina operation.
The moderate weight given to economic benefits and improved residential accommodation did not justify departing from the development plan, which conflicts with the proposal on flood risk and design grounds, and the Framework's approach to flood risk management provided a clear reason for refusal.
