What decided it
The significant harm to the character and appearance of the area, arising from the visually intrusive and incongruous nature of the proposed development in a prominent edge-of-settlement location, outweighs the modest housing supply and economic benefits even under the tilted balance of paragraph 11 of the Framework.
The modest housing supply contribution, economic benefits, and social benefits of providing a single-storey dwelling suited to first-time buyers and elderly downsizers were outweighed by the significant harm to character and appearance; the adverse impacts significantly and demonstrably outweigh the benefits when assessed against the Framework taken as a whole.
