The proposal would have a harmful impact on the character and appearance of the area and would adversely affect established trees to the detriment of biodiversity, conflicting with development plan policies that attract significant weight and outweighing the limited housing and economic benefits.
The benefits of providing an additional dwelling and economic benefits from construction were limited and attracted commensurate weight, but were insufficient to outweigh the significant weight given to the conflict with development plan policies protecting character and appearance and requiring retention of trees, particularly given the Framework's emphasis on high quality, beautiful and sustainable buildings and places.
