The appeal scheme involves only a 3% increase in floorspace through minor dormer alterations, and the Council failed to demonstrate a sufficient justification for blanket removal of Permitted Development rights that would meet the tests of NPPF paragraph 56, particularly where no evidence suggested the appellant intended strategic cumulative extensions.
