What decided it
The Inspector could not rely on the Appellant's calculation of historic foul water flows because it was based on an unrealistic assumption of maximum employment levels rather than actual site use, and without this information could not conclude there would be no net increase in flows to the environmentally sensitive Apuldram WwTW.
