What decided it
The moderate harm to the character and appearance of the Dorchester Conservation Area and the setting of the Grade II listed Junction Hotel, which the Inspector found was not outweighed by the public benefits of the proposal and failed to satisfy the statutory tests in the Planning (Listed Building and Conservation Areas) Act 1990.
The moderate public benefits of removing the derelict structure and providing a dwelling did not outweigh the less than substantial but material harm to the Conservation Area and listed building setting when applying the statutory duty to preserve heritage assets and the great weight required by paragraph 199 of the Framework
