What decided it
The poor living conditions for future occupiers of Flat 4, particularly the lack of adequate daylight and outlook, constituted harm that significantly and demonstrably outweighed the modest benefits of providing additional housing.
The modest benefits of providing five additional dwellings (net two above the fallback permission) and economic benefits were outweighed by the harm to living conditions of Flat 4 occupiers, resulting in the adverse impacts significantly and demonstrably outweighing the benefits when assessed against the Framework as a whole.
