The likely significant effect on the integrity of the Stodmarsh Special Protection Area, Special Area of Conservation and Ramsar Site through additional nutrient loading, which could not be adequately mitigated and which provided a clear reason for refusal under paragraph 11 of the Framework.

The benefits of housing delivery and modest social and economic benefits were outweighed by the adverse effect on designated nature conservation sites and conflict with the Habitats Regulations, which was a matter of overriding concern.
