What decided it
The Council's inability to demonstrate a 5-year supply of deliverable housing sites, combined with the finding that the proposal would not have a materially harmful effect on highway safety, meant the benefits of housing delivery outweighed the conflict with the out-of-date Policy H9.
The adverse impacts of granting permission, including conflict with the out-of-date Policy H9, would not significantly and demonstrably outweigh the benefits of housing delivery and the neutral effect on highway safety when assessed against the Framework taken as a whole.
