The proposal would introduce a discordant suburban layout and built form that would be at odds with the prevailing pattern of development and would result in harmful erosion of the character and appearance of the area, which adverse impacts significantly and demonstrably outweigh the benefits of housing delivery.

The benefits of housing delivery, affordable housing contributions, economic benefits and the location adjacent to a settlement boundary (afforded moderate weight) were significantly and demonstrably outweighed by the substantial harm to the character and appearance of the area arising from the incongruous suburban layout and dominance of built development, roads and parking areas.
