Main issues, as the Inspector framed them
- the principle of the proposed development with specific regard to access to services and facilities
- the effect of the proposals on the integrity of the Solent Water Special Protection Area (SPA)
What decided it
The appeal site is not well located in terms of accessibility to local services and facilities and would not provide sufficient encouragement to residents to reduce their reliance on private motor vehicles, contrary to the Framework's approach to sustainable locations and transport.
The modest benefits of housing supply and small-scale economic benefit were substantially and demonstrably outweighed by the substantial harm from locating development in an unsustainable location contrary to the Framework's sustainable transport objectives.
