What decided it

The moderate landscape and visual harm, assessed as reducing over time, was clearly outweighed by the substantial benefits of renewable energy generation and biodiversity net gain.

The substantial weight given to renewable energy provision, significant weight for biodiversity net gain, and limited weight for economic benefits clearly outweighed the moderate (reducing to minor over time) harm to landscape character and appearance.
