What decided it

The proposed development failed to meet either of the two tests in Policy 1 for countryside development, as a residential presence was not necessary to the car business use and the economic, community and environmental benefits were very limited and would not meet the sustainable development needs of the area.

The considerations put forward in favour of the scheme did not outweigh the conflict with the development plan and the harm to the spatial strategy.
