What decided it

The unacceptable harm to the character and appearance of the area caused by the cramped, contrived form of the dwelling and its disruptive impact on the established building line and visual harmony of the estate significantly and demonstrably outweighs the benefits of housing delivery.

The social benefit of an additional dwelling and small economic benefit from construction were outweighed by the significant environmental harm to character and appearance, which carries substantial weight and means the presumption in favour of sustainable development does not apply.
