What decided it
The Council's inability to demonstrate a 5-year housing land supply, combined with the applicability of the tilted balance under NPPF paragraph 11(d), meant that the moderate highway safety harm and minor biodiversity loss did not significantly and demonstrably outweigh the considerable benefits of housing delivery.
The moderate harm to highway safety and minor net loss of biodiversity were outweighed by the considerable benefits of contributing to the significant shortfall in housing delivery and the Government's objective of significantly boosting the supply of homes in a sustainable location with reasonable access to services and facilities, applying the tilted balance under NPPF paragraph 11(d).
