The structures comply with the definition of a caravan under section 29(1) of the Caravan Sites and Control of Development Act 1960 and section 13 of the Caravan Sites Act 1968, meeting the construction test, mobility test and size test, and therefore the alleged construction of six chalet buildings has not in fact occurred.
