What decided it
The unacceptable impact of the proposed site access and construction traffic arrangements on highway safety, combined with the poor quality of the proposed public open space, outweighed the benefits of the scheme.
The significant social, economic and environmental benefits of the scheme, including housing and affordable housing delivery, were not outweighed by the highway safety harm and the lack of quality public open space, so the balance tipped against the proposal and it was found not to accord with the development plan as a whole.
