The significant and unacceptable environmental harm to the character and appearance of the AONB and the unsuitability of the location for residential development due to poor accessibility to services and facilities, which substantially outweighed the modest social and economic benefits.

The modest social and economic benefits of housing provision and construction activity were significantly and demonstrably outweighed by the cumulative environmental harms arising from the location's unsuitability for residential development and the significant harm to the AONB's landscape and scenic beauty.
