What decided it
The harm to the setting of the Grade II listed building Sloe House, assessed as less than substantial but given great weight under paragraph 199 of the Framework, was not outweighed by the public benefits of the proposal, and the application of paragraph 202 of the Framework provided a clear reason for refusal that disapplied the presumption in favour of sustainable development.
The less than substantial harm to the setting of the listed building, moderate harm to non-designated heritage assets, and harm to character and appearance, together with uncertainty regarding protected species and habitats, were not outweighed by the moderate weight afforded to housing supply benefits, modest weight to construction employment, and moderate weight to accessibility and rural community support.
