What decided it
The very substantial harm to the living conditions of neighbouring occupants from noise and general disturbance arising from the intensified use of the narrow access way significantly and demonstrably outweighed the modest benefits of providing a single dwelling.
The modest social, economic and environmental benefits of a single dwelling in an accessible location within the settlement boundary were significantly and demonstrably outweighed by the very substantial harm to neighbouring living conditions from noise and disturbance, such that the proposal did not constitute sustainable development under paragraph 11 d ii) of the Framework.
