What decided it

The combination of unmitigated odour harm to future residents (and risk to the poultry farm's operation) together with the failure to secure biodiversity net gain and a self-build plot outweighed the significant benefits of housing delivery.

The significant weight given to housing delivery, including affordable housing, was significantly and demonstrably outweighed by the substantial weight attached to odour-related harm and the absence of secured BNG, together with the limited-weight harm from the lack of a self-build plot.
