The substantial weight attributable to housing delivery and 50% affordable housing, together with modest/limited weight benefits (self-build, economic benefits, biodiversity enhancement, sustainable travel infrastructure), outweighed the modest weight harms (BMV land loss, landscape/character harm, flood risk sequential test conflict) and the lower-end less-than-substantial heritage harm, such that the adverse impacts did not significantly and demonstrably outweigh the benefits.
