The great weight to be given to the conservation of the designated heritage asset (the conservation area) outweighed the collective moderate weight attributed to the benefits of a single self-build dwelling on previously developed land and limited economic and biodiversity gains, resulting in the heritage policies of the Framework providing a strong reason for refusal under Paragraph 11(d)(ii).
