The moderate harm to the distinctive spacious character and appearance of the Locally Distinctive Area caused by the loss of an important open gap between existing dwellings significantly and demonstrably outweighed the moderate housing supply benefit and limited self-build benefit.

The moderate benefit of adding one energy-efficient dwelling to housing supply and modest economic benefits were significantly and demonstrably outweighed by the moderate harm to the character and appearance of the site and surroundings caused by conflict with the Framework's requirement that developments are sympathetic to local character.
