What decided it

The front boundary treatments, comprising taller pillars and solid grey timber panelling to 1.8 metres height, created an uncharacteristic fortress-like appearance that conflicted with the open frontages characteristic of the area and caused significant harm to character and appearance contrary to Policies 41 and 44, which outweighed the appellant's security concerns.
