What decided it

The cramped siting of the proposed dwelling close to the road frontage, contrary to the setback positioning of nearby dwellings, would unacceptably harm the spacious character of the area and the setting of the Clifton Conservation Area, with the limited public benefit of a single dwelling insufficient to outweigh this harm.
