What decided it
The harm to the Surrey Hills AONB, to which great weight was given, was found to outweigh the substantial benefits of the affordable and self-build housing provision.
The substantial benefits of affordable and self-build housing provision, together with moderate economic benefits, were insufficient to outweigh the great weight accorded to harm to the AONB, so the balance fell against the proposal.
