What decided it
The harm to the setting of the listed building Lugg's Farmhouse, combined with unacceptable effects on character and appearance and highway safety, engaged the protective policy in Paragraph 11(d)(ii) of the Framework and could not be outweighed by the housing benefits.
The significant public benefits of 35 new dwellings (50% affordable) and economic benefits were outweighed by the substantial harm to the character and appearance of the Valley Park, less than substantial harm to the listed building's setting (to which considerable weight was given), and unacceptable highway safety effects, in the context of the strong presumption in s.66 of the Listed Buildings Act.
