What decided it

The dark framed windows, whilst materially affecting external appearance, were acceptable in the context of a post-war non-characteristic property within a mixed streetscape and provided visual consistency with the approved ancillary building, whereas the roof enclosure caused significant harm to conservation area character and unacceptable privacy harm through overlooking.
