The reorientation of the proposed lodges would result in a more visually dominating form of development that would fail to preserve the setting of the listed building and would not be justified by the claimed benefits.

The less-than-substantial harm to the significance of Eaves Hall and harm to the character and appearance of the area outweighed the benefits of improved accommodation standards, modest reduction in lodge dimensions, and wider business and tourism benefits.
