What decided it

The settlement boundary had been purposefully drawn to exclude the appeal site in the recently adopted up-to-date development plan, and the proposal would conflict with the development strategy to maintain distinctive settlement character and avoid coalescence.

The less than substantial harm to the setting of the listed building and the conflict with the development plan strategy outweighed the provision of three new dwellings, particularly given that the housing land supply in Tendring was well in excess of the required five years.
