The less than substantial harm to the listed building's special architectural and historic interest and the conservation area's character, when weighed against the public benefit of thermal efficiency which could be achieved through alternative means, does not justify consent under paragraph 202 of the NPPF and the statutory presumption against harm in sections 16(2) and 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.
