What decided it
Both proposals conflict with the development plan as a whole and would result in adverse impacts that significantly and demonstrably outweigh the benefits when assessed against the Framework, such that the presumption in favour of sustainable development does not apply.
The moderate benefit of providing four new dwellings was outweighed by the significant harm to landscape character, the unsustainable location requiring heavy reliance on private car use, and in Appeal B the harm to the setting of the listed building and harmful consolidation of built development in a semi-rural area.
