What decided it

The severe shortfall in housing land supply (2.4 years) rendered the countryside policy out-of-date and engaged the paragraph 11(d) tilted balance, so the substantial housing benefits outweighed the moderate landscape and character harm.

The substantial and other benefits of market and affordable housing, plus other minor benefits, were not significantly and demonstrably outweighed by the moderate harm to character and appearance and the limited conflict with out-of-date policy, so permission was granted under paragraph 11(d) of the Framework.
