What decided it
The Council's inability to demonstrate a five year housing land supply engaged the tilted balance, under which the substantial benefits of the housing (including above-policy affordable housing) were not significantly and demonstrably outweighed by the limited landscape harm identified.
The substantial and very substantial weight given to market and affordable housing, together with significant weight for biodiversity net gain and economic benefits and moderate/limited weight for open space and highway improvements, outweighed the moderate weight attributed to the limited harm to character and appearance, so the tilted balance favoured granting permission.
