What decided it

The Council's failure to meet the Housing Delivery Test triggered the tilted balance under NPPF paragraph 11(d)(ii), and the significant housing benefits of providing ten units of accommodation for full-time use outweighed the moderate conflict with tourism policies and limited conflict with the spatial strategy.

The adverse impacts of granting permission (moderate conflict with tourism policies TV3 and TV4, limited conflict with spatial policy SP4) did not significantly and demonstrably outweigh the benefits (significant housing supply contribution and limited social and economic benefits), when assessed against the policies in the Framework taken as a whole.
