Future occupiers would be overly reliant on private vehicles to access services due to the site's location outside the development boundary on an unlit, single-track road with no pavement, which constitutes an unacceptably harmful impact that outweighs the modest housing and brownfield benefits.
The benefits of housing delivery, brownfield reuse, construction employment and Council Tax receipts were outweighed by the unacceptably harmful impact of overdependence on private vehicles for accessing services, applying the tilted balance under NPPF paragraph 11.
