What decided it
The less than substantial harm to the significance of the Grade II listed buildings and their setting, which the modest public benefits of a single dwelling do not outweigh.
The modest benefits of housing delivery and the lack of other identified harm do not amount to material considerations sufficient to justify a decision contrary to heritage protection policies; even if a five-year housing land supply shortfall applied the tilted balance, paragraph 11(d)(i) of the Framework protecting designated heritage assets provides a clear reason for refusal.
