What decided it

The proposed detached outbuilding would harm the immediate setting of the listed church by introducing new built form into what was historically open countryside, thereby diminishing the church's isolated prominence and introducing a dominant unarticulated structure into the churchyard backdrop, contrary to heritage protection policies.
