What decided it

The siting and appearance of the monopole would cause less than substantial harm to the Conservation Area and unacceptably harm the setting of Lodge Mill, and the public benefits of improved telecommunications infrastructure were insufficient to outweigh this heritage harm and the great weight that must be attached to the asset's conservation.
