What decided it
The application of policies in the Framework in relation to the North Devon Coast AONB provides a clear reason for refusing the development in accordance with NPPF paragraph 11(d)(i) and Footnote 7, disapplying the tilted balance.
The benefits of additional housing in the context of a shortfall were outweighed by the clear reason for refusal provided by AONB protection policies under NPPF paragraph 11(d)(i), which disapplied the tilted balance and meant the presumption in favour of sustainable development did not apply.
